The one place where all the sewers in the city connect, this is where the Wharf Rats hold meetings, pass judgements and plan thier most elaborate plans. The outside is boarded up so that no one can get in from outside- and the sewers that connect to this plant are guarded almost all the time. This is the final place any Wharf Rat would flee to.
