Your characters are only human. Let’s iron that piece of information out first, okay? They’re only human, and only about 11-18 in age, so not really fully mature either. Your character will not grow wings, kill an entire enemy Tribe, destroy a building with magic, or any such stupidity. Got it?
Physically:
Your character may be between ten and twenty in age, although most of the kids will be between twelve and seventeen. They may be male or female, black or white, tall or short, thin or fat. They may have black hair, hair died blue, blond hair, red hair. Blue eyes, brown eyes, green eyes. Whatever you like within the bounds of sensibility. Piercings and tattoos are fine, but which thirteen-year-old has a full-body tattoo, eh?
Mentally:
Your character is as intelligent as you are, or stupider. If you don’t know something, chances are they won’t know it either. Of course, some things they can learn like street-fighting, building bombs, or picking locks. But I doubt you’ll have an omnipotent oracle character or a cyber genius unless you have some cyber knowledge yourself, yeah?
Tribally:
You may join one of the four tribes – Cigarettes, Wildcats, Vampires or Wharf Rats. I may allow a few street-wise kids to become loners, but they’ll be hunted down and recruited into one of the tribes at some point. I may even introduce an extra tribe if we grow big enough. How does an ultra-religious tribe named after the Templar sound? Anyway, you won’t be starting a new tribe without my permission, so don’t try. You won’t be a loner without my permission, and only a Mistress or a Master can choose if your character is Beta. Normally I’d have them choose if you were Hunter, Omega or Commoner as well, but yeah.
Psychically:
No Psychic powers – yet. I’m thinking about it. Maybe in the future. Yeah. Possibly.

2. You may not kill some-one else's character without their consent.
3. Mutations are simple. PM if you want one and your character has been in New Pork long enough.
