[Appearance >> Nemo, like the Jules Verne's character, has caramel-brown skin, short thick black hair and cold black eyes. He has a big scar running across his left hand, yet full use of it, and walks with a limp, using an "upgraded" pipe to support his weight. (Feel free to think of Dr. House for five seconds )
He wears a no-longer white (gray now) turban on his head, with a black feather. As far as clothes go, He wears a dark-blue "repair-man" suit, gray rubber boots and gloves (like firemen, and stuff).
[Attitude >> Surprisingly enough, Nemo has developed vast arrogance and pride during his tutorship at the hands of the Wharf Rats. He respects no one, will obey no one and will only listen for as long as there is no threat.
Him being the "mechanical" genius of the tribe doesn't help, either. He will only help when... pleased.
Due to his amnesia not being too serious, he sometimes gets sees flashes from his past, mostly in dreams (nightmares, mostly).
Between arrogance and apathy, he is often found in one of the large storehouses in the Waterfront working on some infernal contraption. His unwillingness to admit when he's wrong led to him gaining scar and it serves as a painful reminder of his personality trait. (His "lair" is something to behold, I will delve into that on another occasion)
[Notable History >> Nemo was stuck inside a cargo container for a year before the Wharf Rats found him, after his father had left him there when he left for sea.
There was enough food and water for 2 years (it was a very big container), sunlight through small windows in the "ceiling" and... waste disposal through some other windows on the "floor", though.
Before his "abandoning", Nemo traveled with his father on a big freighter and was forced to work as a sailor since his third birthday. This made him insensitive. The beatings his father tried to give Nemo taught him where to find the best hiding spots.
Nemo lived every day of his first 4 years on that ship in terror. After that, he slowly became a mix of his hosts' personalities and his own quiet self.
There is one day he will always remember, though. A storm caught the crew unprepared and, with "every man for himself" in full-auto, Nemo was left outside alone under the rain. He was never washed off the boat by the sea's unforgiving fury, nor did he ever burst out crying. He managed to find a dry spot and watched the rain in awe. Since then, he has loved to look at the ocean on stormy nights.
One day, he was dealt a stunning blow on the back of his head. He woke up with amnesia (corny, I know) inside the container, not knowing who he was, where he was, why he was there or even where Waldo was. He spent that year doing the following: eating, sleeping, thinking of the rain... ad nauseaum.
His (nick)name was given to him by the Wharf Rats. He joined them out of... a mix of curiosity/apathy. Among them, he has learned how to wield a "hurtthing" (knife) and how to behave when someone else is around. He has never left the Waterfront and, as such, knows of the other tribes only by name.

[Reputation >> With pride and machine-savvy almost as vast as Captain Nemo's, he has truly earned his nickname. His knowledge of mechanics, electronics (but not computers) and other "ship-activity" fields makes him a valuable asset to the Wharf Rats, although not one to like.
